		<description>For at least the last 30 years the UK has used the penal/psychiatric systems as a means of concealing unemployment. eg at Broadmoor, under the heading &quot;Security&quot; inmates were no longer allowed to carry out certain duties, their place being taken by outside labour.  This way of &quot;boosting the economy&quot; iindicates a totally wrong approach and adds to the downslide as it is in no way productive.  The UK&#039;s NHS is Europe&#039;s largest employer - service industries shouldnot monopolise but be subservient to the main economy. The penal system must not be allowed to develop further.</description>
